James "Jimmy" "Chief" Richard Newsom

James "Jimmy" "Chief" Richard Newsom, born on August 16, 1927, in Crockett, Texas, passed away peacefully on April 20, 2025. Jimmy, who dedicated his life to serving his community, began his career as a police officer with the Port Arthur Police Department before rising to the esteemed position of police chief. His commitment to law enforcement was recognized when he was named the PAPD Officer of the Year in 1957. In 1980, he proudly served as the president of the Texas Police Chief's Association and earned the distinction of being the youngest individual to ever hold the title of police chief.

A graduate of the FBI Academy, Jimmy was known for his unwavering dedication and integrity. He was a kind, hardworking, and loyal leader who treated everyone fairly, earning the respect and admiration of countless individuals in his community. His disciplined and determined nature allowed him to excel in every endeavor he pursued, consistently finishing at the top of his class throughout his education. He was also a proud member of the Lions Club and the Knights of Columbus, where he contributed positively to those organizations.

Jimmy's generous spirit was evident in his willingness to help others whenever he could, coupled with an efficient approach to tasks that was unmarred by procrastination. He had a nurturing passion for working in his yard, showcasing his green thumb, and he enjoyed the simple joys of traveling.

He is survived by his children, Elida Bertrand and her partner, Ed Wiltz; Richard Newsom and his wife, Sandy; Janella Adele Newsom and her husband, Scott Bernard; and Damian Newsom. He leaves behind a legacy of love, embodied in his family, which includes ten grandchildren, twenty-four great-grandchildren, and three great-great-grandchildren.

Jimmy's departure is felt profoundly, especially following the loss of his parents, Henry and Minnie Newsom, and his beloved wife of seventy-two years, Adele Newsom. He is also predeceased by his siblings Dorothy Sanders, Charlie Newsom, Bill Newsom, and June Odor.

In lieu of flowers memorial contributions in honor of James “Jimmy” “Chief” Richard Newsom may be made to the Port Arthur Police Department, P.O. Box 1089, Port Arthur, TX 77640.

To honor his remarkable life and contributions, a visitation will be held on May 1, 2025, from 4:00 PM to 6:00 PM, followed by a Celebration of Life that will take place from 6:00 PM to 7:00 PM at Life Church located at 4600 Jimmy Johnson Blvd, Port Arthur, Texas 77642. Jimmy's memory will live on in the hearts of those who knew and loved him, a true testament to a life well-lived.

Although my husband worked for Chief Newsom as one of his officers at PAPD, I did not meet him through my husband. I met him on my daily walks in his neighborhood. He would often be sitting outside with his caregiver and was always so kind and friendly. I enjoyed listening to his many stories. Through visiting with him I learned of how much he loved and missed his wife. He also talked about wanting to live to be 100. I am sad that he did not make it to 100, although I find comfort in knowing that he is reunited with his wife. Rest In Peace Chief- you have earned your reward.
